What Is El Niño? What Los Angeles Property Managers Should Know for 2026–27

El Niño changes the odds of certain weather patterns. It does not guarantee a specific storm at a specific building, but the current 2026–27 event gives Los Angeles property teams a strong reason to prepare early.

El Niño is the warm phase of the El Niño–Southern Oscillation, or ENSO. It develops when the tropical Pacific Ocean and atmosphere shift together, including unusually warm sea-surface temperatures across the central and eastern equatorial Pacific. Those ocean changes can alter atmospheric circulation, storm tracks, temperature, and precipitation patterns around the world.

For Southern California, El Niño is often discussed because stronger events can increase the odds of wetter winter patterns. The important phrase is increase the odds. El Niño is not a promise that every Los Angeles neighborhood will receive damaging rainfall, and it does not tell a property manager which building will leak.

NOAA's August 13, 2026 outlook: El Niño is strengthening, with a greater than 90% chance of a very strong event during Northern Hemisphere fall and winter 2026–27. NOAA also reported a 69% chance that the October–December 2026 three-month RONI value reaches +2.5°C or more, a level NOAA says would exceed previous El Niño events in its record dating back to 1950. NOAA also warns that the expected impacts are more likely in a strong event, but are never guaranteed.

Why Los Angeles property managers should care

Southern California buildings can go months with very little meaningful rainfall. During those dry periods, roof membranes, flashing, sealants, stucco cracks, balcony coatings, window assemblies, drains, and previous repair areas can deteriorate without producing an obvious interior symptom.

A prolonged or intense storm can then test several vulnerable assemblies at once. Water may enter at a roof penetration but appear several feet away at an interior ceiling. Wind-driven rain can exploit failed window or wall transitions. Saturated soil can expose below-grade drainage and waterproofing problems. One leak in a stacked apartment building can affect multiple units before the full migration path is visible.

Preparation is operational, not just physical

Property teams should know who receives the after-hours call, who can shut off building water, who has roof access, how residents will be contacted, where keys or lockbox instructions are stored, and which emergency contractor is expected to respond. The middle of a storm is the wrong time to build that system from scratch.

What the forecast does — and does not — mean

NOAA's seasonal outlook issued in August 2026 indicates El Niño impacts are expected to become more prominent later in fall and winter. The outlook raises the odds of above-normal precipitation to greater than 50% across much of coastal California from December–January–February through February–March–April, with the signal strongest during the core and late-winter periods.

That is a seasonal probability, not a prediction that a particular roof, apartment, or commercial building will flood. The practical response is not panic. It is to find vulnerabilities while there is still time to address them.

This is not a forecast of flood damage. The first major storm is a bad time to learn that an assumed protection is excluded, limited, subject to a separate deductible, or dependent on the cause of loss.

1. Flood

The California Department of Insurance states that homeowners policies do not cover flood damage, although they may cover other kinds of water damage depending on the cause. FEMA's National Flood Insurance Program likewise explains that most homeowners, renters, and business insurance does not cover flood damage and that separate flood insurance is an important layer of protection.

2. Roof and rain intrusion

Coverage can turn on why rain entered. California's residential claims guidance gives the example that rain entering through an opening caused by a covered event such as strong wind may be treated differently from deterioration, maintenance issues, or wear and tear. Ask your broker how your policy handles roof age, failed flashing, pre-existing conditions, and rain intrusion without a storm-created opening.

3. Slow leakage and seepage

Long-term leakage is frequently treated differently from sudden and accidental water damage. The California Department of Insurance lists water damage caused by seepage or leaks among perils generally not covered by a standard homeowners policy. Commercial forms vary, so managers should review the actual policy.

4. Mold

Mold can be excluded, limited, or covered only when tied to a covered underlying cause and subject to policy conditions or sublimits. Do not assume that water-damage coverage automatically means unlimited mold remediation coverage.

5. Sewer or drain backup

Ask whether backup coverage requires an endorsement and how it interacts with flood coverage. FEMA notes that under NFIP coverage, a sewer backup caused directly by flooding can be treated differently from a backup caused by a clogged pipe.

6. Ordinance or law / building-code upgrades

A covered loss can still create extra costs if rebuilding must comply with newer codes. California's insurance guidance recommends reviewing building-code upgrade or ordinance-and-law coverage because standard limits may not pay all increased code-compliance costs.

7. Business interruption and loss of rents

Multifamily and commercial owners should review waiting periods, covered causes of loss, restoration periods, rent-loss calculations, extra expense, and documentation requirements before a major event occurs.

8. Deductibles and sublimits

Ask specifically about water, flood, mold, sewer backup, wind, and named-storm deductibles or sublimits where applicable. A loss may be technically covered while still leaving the owner with significant out-of-pocket expense.

Professional drying is a controlled moisture-removal process. The goal is not to make the room feel less humid; it is to reduce moisture in affected materials to a reasonable target without creating secondary damage.

Extraction comes first

Mechanical extraction can remove water far faster than evaporation. Removing standing water and recoverable moisture from carpet or hard surfaces reduces the burden on drying equipment.

Air movement promotes evaporation

Air movers replace the cool, moisture-saturated boundary layer at a wet surface with drier air. Their placement should match the geometry of the room and the materials being dried. More airflow is not always better: uncontrolled air can spread dust or contaminants and may not reach water trapped under finishes.

Dehumidification removes released moisture

As water evaporates, humidity rises. Dehumidifiers capture that moisture so evaporation can continue. Equipment performance depends on room volume, temperature, initial moisture load, outside-air infiltration, and whether the drying chamber is controlled.

Moisture mapping proves—or disproves—progress

Surface appearance is not a drying log. Restorers compare readings to dry reference materials, track affected zones, and evaluate trends. If moisture remains unchanged, the team may need to expose a cavity, adjust equipment, correct airflow, or revise the scope.
